Vision
Kabalikat Civicom is a truly universal organization whose officers and
members are God-fearing and responsive to the public welfare with a
mission to care and serve humanity, committed to democracy, respect for
the authorities and the government.
Mission
As a civic organization, the Kabalikat Civicom should promote bayanihan
spirit, foster stronger and more cohesive fellowship among those
involved in community radio communication; to develop dedication,
discipline and professionalism in community radio services; mutual help
and cooperation among various government agencies and civic-minded
organizations by bringing its services closer to every sector of the
community and to assist in every way possible in the developmental radio
communication in the national endeavor of achieving reform
The
Kabalikat Philosophy
The object of Kabalikat Civicom is to diffuse the light of civilization
and make known to all the needy of worthy sentiments, cultured manners
affability and untrammeled intelligence in all our actions. Kabalikat
Civicom is not a mutual aid society. Mutual protection forms part of its
program: every Kabalikat is obliged to protect his brethren and to
strive for the brotherhood of man. The duties of man are twofold: duties
towards his Creator and duties towards humanity. The different which we
cultivate and strive to perfect is not that between man and God but that
between man and humanity.

CREDO
WE BELIEVE that communication and information is a vital resource
for nation building; WE BELIEVE in development defined as
liberation and transformation: WE BELIEVE that a creative
response to development is a broad multi-sectoral base of information
network whose task is to offer social tools and spiritual resources
for the transformation of society along the lines that promote justice
and human value; WE BELIEVE in the democratic processes of
consensus-building, empowerment of peoples and participatory
decision-making; WE BELIEVE in the spirit of solidarity,
bayanihan and cooperation among the various sectors of the society:
government agencies, non-governmental organization, people's
organizations and civic organizations by creating a policy environment
for the full development of a Filipino ethic and the emergence of a
communication structure that will speed up the flow of balanced
information and bring the services closer to the people; WE BELIEVE
that KABALIKAT CIVICOM will be an effective instrument in
eliciting peoples participation in society's process of liberation and
transformation: WE BELIEVE that the best way we could make
information contribute to the transformation of society is the
institutionalization of democratic processes, attitudes and
perspectives; WE BELIEVE that KABALIKAT CIVICOM is a
laboratory for leadership, a leadership that is both transforming and
creative; WE BELIEVE in the dynamism of society and life and
the need for sustaining educational, organizational, mobilization and
networking processes, more so for a mobilization of ideas and ideals
that will express the real workings of society down to the root level
of issues and make these accessible to the people; WE BELIEVE
in a brand of leadership in communication and information that shapes
values and makes meanings, affirming the transcendent values that
unite all men: WE BELIEVE in the spirit of entrepreneurship,
organization, risk-taking and innovation in a world of rapid flux; WE
BELIEVE that man's well-being is the purpose of human development
and that man is the source of such development; WE BELIEVE that
information need not be costly; WE BELIEVE that structural
capability is secondary to our human resources capability;
communication is only a tool of total human development; WE BELIEVE
that government bureaucracy can be an open arena where people can
search for bureaucratic tools that they can convert into instruments
of liberation and transformation: WE BELIEVE in the coming age
of an information society and that as a people we can shape our
destiny, towards a just, a wholesome and a sane society. THIS IS OUR
